POSITIONS
The City Manager’s Office is recruiting for two Management Analysts that will be assigned respectively to the Office of Economic Development & Sustainability and Santa Clara Stadium Authority (Stadium Authority). There will be opportunities for cross-functional projects and assignments.
Office of Economic Development & Sustainability
The City Manager’s Office of Economic Development & Sustainability is a newly formed strategic unit to improve and enhance business growth and success and community sustainability and resilience. The Office also oversees the City’s real estate assets and activities.
Reporting to the Director of Economic Development and Sustainability, the Management Analyst will be chiefly responsible for advancing interdepartmental sustainability initiatives citywide including the implementation of the City’s adopted Climate Action Plan (CAP). Immediate assignments will include creation of a CAP Dashboard to track and display the City’s progress toward CAP goals and outreach to stakeholders on sustainability efforts such as updating the City’s Reach Codes. The Management Analyst will also work on policy development to propose and implement best practices and coordinate with partners in the business, university, and the broader community to champion sustainability efforts.
As a member of a cross functional team, the Management Analyst will also conduct RFPs, oversee vendor agreements, conduct technical analysis for sustainability efforts and provide support for the Office’s initiatives regarding economic development and real estate.
Stadium Authority Executive Director’s Office
The City Manager’s Office also operates as the Santa Clara Stadium Authority (Stadium Authority) Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities.
The Stadium Authority Management Analyst will assist the Executive Director’s Office with day-to-day Stadium Authority operations and oversight efforts. This includes responding to inquiries from the public and stadium patrons, assisting with the development of the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget, reviewing and preparing a variety of documents including agreements, Requests for Proposals, and agenda reports to the Stadium Authority Board, providing staff support for meetings, coordinating with departments on financial, legal, and/or public safety matters, supporting community outreach and engagement efforts, conducting research, tracking various assignment and project updates, and working on special projects as assigned.
Ideal candidates for the City Manager’s Office Management Analyst positions will have the following:
- Experience working in a fast-paced environment,
- Strong analytical and research skills,
- Proficiency in quantitative analysis and data-driven decision-making,
- Ability to assess complex issues, anticipate challenges, and develop effective solutions,
- Ability to build and maintain effective working relationships with internal and external stakeholders,
- Ability to manage multiple projects and assignments with changing priorities,
- Track record of taking initiative and delivering results,
- Experience with public policy, public finances, and government agreements,
- Experience in preparing a variety of documents including policy, correspondence, agreements, and reports to a variety of audiences including executive management and elected bodies,
- Understanding of how different parts of an organization are interdependent of each other,
- Excellent interpersonal and communication skills, and
- Strong attention to detail.

The annual salary range for this position is $125,994.12-$163,065.12. This position will be filled at or near the minimum of the salary range.
Education
Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field. A Master's degree in Public or Business Administration or closely related field is desirable.
Experience
One (1) year of experience performing analytical work.
CERTIFICATIONS/LICENSES
Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.
OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job assignment.
