Prince William County Department of Parks & Recreation (DPR) is looking for a Fiscal Analyst to join the Finance team and help bring our mission and vision to life while being the subject matter expert on financial policy and procedures. With a service portfolio that includes 81 parks, 2 waterparks, 4 community pools, 2 indoor aquatic and fitness centers, 3 community centers, 3 golf courses, over 50 miles of trails, and 15 historic sites, our offerings are diverse and expansive. You will play a vital role in creating visuals that inspire, inform, and encourage the public to explore and enjoy these parks and services.
About This Role: The Fiscal Analyst will be the main internal control representative for the department when it comes to performing complex daily and monthly financial reconciliations for the Department of Parks and Recreation (DPR). This will include comparing monthly totals for all deposits (cash, check, credit cards, etc.) received in our point-of-sale system against DPR’s depository bank account to make sure all monies are properly recorded in the county’s general ledger financial system. This position will also research any and all discrepancies identified during the bank reconciliation.
The Fiscal Analyst will be responsible for conducting annual internal cash handling audits for both seasonal and year-round locations to include: interviewing site cash handlers, reviewing documentation, recording any cash handling policy violations and/or suggestions for process improvements as well as presenting the audit results to all levels of department personnel. Follow-up audits may be needed based upon the audit score as well as cash handling recommendations to each site. The audit process will need to be evaluated periodically to make sure it meets the current cash policy.
The Fiscal Analyst will also assist our business services team with cash handling training for all seasonal and non-seasonal DPR sites. This will involve working with different departments to ensure all cash handlers are properly trained and fully understand the cash policy. The Fiscal Analyst is also responsible for overseeing the change fund process and will serve as the seasonal site coordinator to obtain and deposit funds. This position will be the main point of contact for banking and merchant service inquiries. The Fiscal Analyst will be required to make sure all sites have proper banking supplies (deposit slips and bank bags) as well as coordinating the schedule for armored deposit service for the seasonal sites. This position will also prepare/enter general ledger journal entries, prepare monthly sales tax reporting, and other duties as assigned.
The successful candidate will have strong leadership, decision making, and organizational skills. The candidate must communicate well with stakeholders at all levels and convey clear communication to guide staff on their needs. The candidate will also need to be proficient in managing large sets of data via Excel as this application will be used in most of this position’s duties.
Minimum Requirements:High school diploma or G.E.D. and 4 years of progressively responsible professional management analysis or fiscal analysis experience
Preferences: Bachelor’s degree in Public or Business Administration, Accounting, or a related field.
5+ years of professional management analysis or fiscal analysis experience.
Knowledge of Generally Accepted Accounting Principles (GAAP) and internal controls.
Experience in performing and documenting internal audits.
Experience completing complex reconciliations.
Experience working with accounting software (Oracle) and point of sale software (RecTrac).
Excellent Customer Service skills.
High proficiency with Microsoft Word, Excel, and PowerPoint..

Work Schedule: 37.5 hours per week between 8:00am and 5:00pm; some evening and weekend work as needed.
Starting Salary Range: $69,292.28-$81,520.33
